What is seen in the attached picture is the universal phenomenon of our cities.Swachh Bharat Abhiyaan launched by the Government of India has succeeded in its aim of improving cities' health and hygiene.By and large,barring a few exceptions, one can see drastic change in cleanliness in our cities besides creating awareness in our administrative machinery and citizens towards cleanliness.
However, it also need to extend it's scope in making our sky clean and visible.
The unplanned,unattended and to a great extent by willful ignorance of several companies in laying cables in cities without applying their mind has created this situation.Scientific approach in spreading cable networks in the cities is totally missing.Companies are also not concerned about removing the unused and waste cables which is mostly tied with the support of electric poles creating a very ugly scene on cities skyline.
What is immediately required,city administration should intiate special drive in compelling the responsible telephone and cable network companies to remove unused cables from the electric poles in a timebound manner.City administration can also undertake this task on cost recovery basis.Contracting out the task could be a good initiative.Further,it should strictly monitor that electric poles are not defaced with new cable lines.
With a view to completely restricting this practice,cities need to promote laying of underground cables only ,which is being done in a few cases presently.This also need to be monitored properly so that the same is not done in haphazard manner.
In my opinion, Creating Underground Common Utility Duct is the only and permanent solution to this problem.
